Played as China and suprise attached by Japan in the first round of declaring the war. All of my fleets can not move and fire. I tried to change the speed of my fleets and save/load, but both tries didn't work. On the other hand, all enemy fleets can move like normal. As the consequence, all of my ships were sunk.
I want to know if this is a feature or a bug? If it is a feature, could you add one option in the preferences to turn it off? It's really sad to see all the ships are sunk by the enemy and there is nothing you can do.

Being on the receiving end of a surprise attack means your ships are at anchor and will have to spend some time raising steam, so yes it is normal for them not to be able to move until some time into the battle.

It's really sad to see all the ships are sunk by the enemy and there is nothing you can do. It's a feature and it cannot be turned off. It's the quirk of fighting against/as Japan. Against other ingame nations you won't get that situation.
