The manual says, officers usually are getting promoted after a couple of years in a rank - I got bunches of them in a range of 5 to 10 years and not a single one gets a promotion by the game. Instead I have to use my hard earned prestige points to reorganise my navy. Is it normal behavour? Also there are no new officers spawning unless I don't give control to the AI - and even then spawned officers appear with several years of experience.

They are more likely promoted if there is free higher post for them ....

They are more likely promoted if there is free higher post for them .... But I can't pass forward with a ship or division not being commanded by an officers.

If you do not want to micromanage everything I would suggest to look only for most important post and the best and worst officers and let AI do the rest.

The game either urges me to place an officer or wants to place it by its own with a pop up message, when I click end turn...
I just wanted to say, I can't end the turn without getting it out of hands, as I am
- running out of commanders for my CLs, as for almost 5 years no new officer spawned
- running out of captains for my larger ships, as in the same period of time no one was promoted without me spending my prestige
- can't create a bunch of divisions, for the same reason as mentioned above
I wouldn't mind to promote all my officers on my go and decision, yet I only have so many prestige to spend...
And as I edited in to the first to not be overseen: if the game creates new officers, because I give the decision to it, they already have quite some years of experience ...

The officers are taken from "invisible" pool as your navy has hundreds of officers on your ships ....
So if there is free place and there is not free officer after ending the turn, game provides additional officers from this "invisible" pool.
You are head of navy and certainly not have a power to decide personal things in the whole navy.

I agree with your last point, can't agree though with invisible rear admirals. But I see. It works as you intend it, I guess...
EDIT: Again, I don't mind if the game promotes officers by itself, though I wished for more...feasible things - not getting a rear admiral out of nowhere with half a decade of experience.
