Colonial Service factor still 1,25

According to the manual RTW3 should sport a new factor of 1,5 for the tonnage count on foreign stations whe "Colonial service" is checked. This is actually not true, in my game all ships (CL and KE) are calculated exactly like in RTW2 with 1,25.
