Playing as UK, every 'safety of the seas is threatened by the ambitions of' event only has the USA as a selectable option, even though relations with the USA were very low. Relations with Germany and Russia were so high that war was looming but neither presented as options.
This event came around ~3 times, USA was the only option every time.
I don't have the game, so can't provide a link, just watching/guiding a friend through a discord stream.

That is odd, the choice should be based on tension. |

That is odd, the choice should be based on tension.
