Less a strategy to try and get and more of a random chance - but I wanted it known that at least as Italy, you can get rid of the national trait of "cautious"!
An officer (I think a loose cannon or aggressive" wrote a naval review article, and I had several options ranging from essentially "ignore the troublemaker" to "fully embrace his philosophy." I choose to take the prestige hit and overhaul the culture of the Regia Marina.
Now we are no longer cautious and "...our crew morale is greatly improved as officers and crews embrace the new tactics wholeheartedly" or somesuch dialogue (I wish I took a screenshot).
I just wanted to remark that this is very intriguing and highly unexpected. If it was in RTW2 I never saw it before. Thanks for making this emergent gameplay possible, whatever triggered it. Perhaps I sent this officer on a very aggressive approach?
It gives more weight to your role as naval head, since, hypothetically, if you saw the promise in some strategy advocated by a young officer, you would be able to make material steps to adopt it, albeit taking flak from other senior officers beneath you (looking at you BuOrd and elements of the British Admiralty) as represented by the prestige hit.

I hat this event, too. A nice surprise, but only the first time you get it. The consequences of "cautions" are only that you loose more prestige when loosing capital ships or wars, afaik. It would be nice it here would be additional (and maybe changing) gains from this, like getting more "ROF enthusiast" officers or the like.

It would be nice it here would be additional (and maybe changing) gains from this, like getting more "ROF enthusiast" officers or the like. According to the manual it also means that "AI controlled forces will be cautious in battles." So it helps your support forces and others.
An overall expansion of national characteristics could be cool as you say with different officer traits, however such a thing could seen as reducing player agency. I'm sure the devs are iffy on fiddling with that too much.

It would be nice if training doctrines increased odds of certain traits (junior officers picked for higher promotion tend to be those whose views and skills match the doctrine of the navy) Gunnery Training: Gunnery Expert or RoF Enthusiast Night Fighting: Wily Torpedo Warfare: Torpedo Expert Damage Control: Damage Control Expert (not in the manual as far as I can tell but at least one of my officers have it) Not sure what the exact numbers are for trait chances but if each trait has like a 5% chance of being given to each character than maybe each doctrine will make their respective traits twice as likely (50% more likely for each gunnery training) so having gunnery training and damage control gives each officer a 10% chance of having damage control expert, 7.5% chance of gunnery expert, 7.5% chance of RoF enthusiast, and 5% chance for every other trait. Numbers are spitballed but you get the general idea. Alternatively or additionally perhaps you could have national cultures officers from certain nations might be more likely to be disciplinarians obsessed with rigid rule following while others might be more likely to have loose cannons corrupt countries might have more well connected officers (nepotism).

There is also officer event that allows to remove "corruption" trait by sacking him and denying tech point. Probably there is more.

Does Italy still have poor education, and does it still prevent you from getting Expert pilots? Once I had stabilized my air strategy in 2 and it required Expert pilots, I no longer wanted to play Italy.
