There seems to be a bug in the treaty enforcement, or I'm misunderstanding something about how it applies. According to the almanac I'm at 1,015,400 tons of a 1,200,000 limit treaty and have about 200k tons free to use to build. However, the main screen restriction is saying I'm 75400 tons over treaty limits, and the game is trying to enforce that at end of turn. Interestingly, the 940,000 tons its trying to limit me to happens to be the Russian tonnage limit. This treaty has been modified from the initial proposal through using the in game events to prompt for more tonnage limits, so perhaps that's related as well. I can't remember the exact chain of options I took to arrive at the treaty. Attachments:

Updated to 1.00.08 and the behavior changed, it's now claiming I'm at 1,069,600 fleet tonnage despite none of the subvalues changing. It's still trying to limit me to a 940,000 ton fleet, though,

Assuming those subs are all medium-range and those five new destroyers are all 2500t, your actual tonnage total is 1,132,000 plus however many tons of operational AVs you have.

The destroyers being built are displayed in the fleet tonnage in the almanac - it always includes ships in the slipways as fleet tonnage. I have 178200 tons built (22 1100ers, 20 1500ers, 52 2000ers, 8 2500ers; 22*1100 + 20*1500 + 52*2000 + 8*2500 = 178,200) with another 5 2500ers 12500 on the way for the displayed total of 190700. I have no AVs. My subs total 72,000 tons, but even including them wouldn't take me over the 1,200,000 treaty limit.
