This is my list of ideas for a major overhaul of war and conflict system.
1) DIVIDE WARS INTO LOCAL/MAJOR
- Each conflict should have an atribute of either LOCAL, or MAJOR
- Each land border should increase a chance for a conflict to be considered MAJOR. If land borders are too difficult to work with, then each sea-border should be counted (value of each province of each country in sea regions that are occupied by both).
- Each conflict should start as a LOCAL war, and only escalate if there are too many, or too valuable provinces in harms way, or if some allies join in.
2) LOCAL WAR
- Local war should have smaller effect on the economy of each nation, on the general unrest, and on the tensions.
- Local war should have a completely different dialog options for allied nations: A) JOIN, B) DON´T JOIN, BUT SUPPORT, C) DON´T INTERFERE
- A) would seriously increase tensions, and increase the chance that other allied nations on both sides also decide to join. Immediately escalates the war to a MAJOR war. May give a prestige point if player´s nation has a high tension level with the opposing side, or cost a prestige point(s) if the opposing side is generally friendly or also an ally.
- B) takes away a small amount of cash, may cost a prestige point, gives a random tech to your ally. If your ally struggles to gain a naval supremacy, he may ask you to sell him one of your ships (or multiple ships in case of DDs or KEs). Lets say, a 25% chance for such event or dialog option to pop up, with a 6 month cooldown. Only takes into affect ships that are not the newest in their category in your navy (so not your newest BB), and not older than 30 years (so not your floating museum).
- C) may cost a prestige point(s) if the player´s nation has a high tension level with the enemy of your ally. Lowers the chance for other nations to openly join the war. If no nation decides to join, there is a small chance (10%?) that the war ends immediately.
- Has a decent chance (25%) for a minor battle, which should result in no bigger losses than a few DDs, or a small cruiser.
- Has a small chance (5%?) for a major battle, which should result in losses of capital ship(s).
- May produce various events that would have a chance to escalate the war.
- If the war escalates, a new call to arms dialog option is issued to each ally of each side.
- There is an increased chance for a peace deal.
3) MAJOR WAR
- The dialog options for joining the war have different effects.
- A) gives more prestige, increases chance for other nations to also join. Has a chance to increase tensions between the nations of your enemies, and the nations that your enemies already have high tensions with.
- B) takes away more prestige, doesnt change the chance for other nations to also join.
- C) takes away A LOT of prestige and possibly some funds.
- Has a big chance (50%) for a minor battle.
- Has a decent chance (10-20%) for a major battle.
- Has a lower chance for a peace deal.
