In RTW2, when ships got old they'd be marked with an "O" and their maintenance costs went up. In RTW3, I gather that ship speed reduces (and maintenance costs go up). But in 2, by doing a 'blank' refit I could "reset" them. This does not seem to be the case in 3.
Is there a refit option that will allow a ship to return to full capability when it gets over 10 years old? Or is there some other marker I should be looking for?

Regarding the engines, I think only an engine refit fixes that now. Which usually takes a year to complete. The engine degradation is now separate from the whole obsolesence thing which can still be "fixed" by a blank refit.

Increase the 'year' column of the spreadsheet and you'll see the (O)
