Damage control training can always be selected

I can select "damage control" as one of my special training priorities (and its effect is properly applied) long before I research the "damage control training" tech. Either the tech description is wrong, or there's a check missing somewhere.

You are correct though, it should not be selectable before the tech is invented.

Same is true of magnetic pistol doctrine, although this one will then deselect when you later come back to the doctrine screen. Damage control training will stay selected and move forward to implementation a year later.
