Is there a reason the UK and US are behind Austria and Spain on technical development in the 1900 start? I feel like those roles should be completely reversed as Spain and Austria were far less industrialized by that time.
Its particularly strange seeing UK listed as a technology leader right above it. Is this perhaps an unintended bug or a starting condition I'm not understanding?
