So- here's the manual: ADMIRAL’S MODE
The ultimate in realism. The player can only give orders to the lead divisions of each
force. Other divisions can be controlled only by selecting their role. No manual targeting
is allowed. If you want to experience the real limitations of WW1 and WW2 fleet
command, this is how you should play.
And here's my question. Does Admiral's mode "no manual targeting" apply to commanding aircraft? Is setting up air strikes and sending them out to, for example, specific sighting reports handled by the AI? I am currently assuming you still can command aircraft, but I just wanted to clarify.
Thank you for your time!

I believe you can still command strikes from CV's, CVL's, AV's and floatplanes from other ships. That was the case in RTW 2 and I played on admiral's mode there. As always you cannot control land aircraft except ask for CAP. I don't think this has changed, although I havn't reached the aircraft age yet in RTW3.

From what I can tell, you are always the only one in command of carrier sorties. Even if you use the auto-battle feature (which, to be fair, does warn you that it's more intended for retreating or passing time), the AI does not seem to ready or launch naval strikes.
