So the game come with 10 playable country but only 9 (include the player country) would appear in the game, and depend on the time and the country you choose your opponent would vari, so i want to know is there a way to chose your opponent or having all 10 present. forexample if i play as japan at 1890 my opponent is UK, germany, france, spain, italy, russia, USA and china, which leave Austria-hungary empty with it's possession show up as neutral in game. Now suppose i prefer Austria-hungary to be my opponent rather then spain is there a way to change it?

The opponents of each nation are specified in the WarInfo files. If you open the WarInfo file of Japan, you'll find all the opposing nations there. What you could do is edit it (make sure to make a backup of the original!) and overwrite the Spanish section with Austria (which you could copy from the Italian WarInfo file for example).
As far as I'm aware there is a hard limit to the number of opposing nations, so unfortunately there is no way to add nations as neutral powers. Their regions still exist, so you could do some roleplaying in that regard...but otherwise it's pretty limited.
