I tried to modify RGP to -1, 1 and 2, even delete the whole RGP stuff, it looks that all countries still has 2 growth/year, maybe 3 with GGP.

From what I could tell, these modifiers don't take pre-1900 dates into account. Once you hit 1900, they'll kick in like normal. But prior to that I did not observe the kind of growth you'd expect to see from nations with these tags until after 1900 in my current game. I believe this is likely due to an oversight rather than being intentional but I could be mistaken. |
