I've also noticed this with bombs in general and not just bomb penetration. Back in RtW2 a single 500lb dud hit was enough to kill a carrier and you'd needed like 7.5" of deck armor minimum on capital ships to survive late game AP bombs (believe me, I DO NOT want to go back to that crap), now I see even lightly armored (deck, not flight deck) CVL's tanking multiple +1000lb bomb hits. Bombs definitely need to be relooked at by the devs, but I just hope we don't go back to how RtW2 was.

I was about to suggest maybe the bomb fuses are set for surface HE explosion but those are specifically AP bombs.

These are jet aircraft I'm guessing, so its glide bombing which isn't going to have quite the same penetration as dive bombing, but it is still too low.
Worst case I've seen is a 1.5in CL deck bouncing a 2500lb AP.

Thats true, but even an american 16" shell still penetrates about 2" decks at 7,5 degree impact angle, so i would assume it should pen as the bombs are very likely to hit at more than 7,5 degrees. (weight of the bomb and AP shell is about the same)

(weight of the bomb and AP shell is about the same) AP shell is carrying probably over 4x the energy due to velocity at that angle of fall, and has a significantly harder and thicker casing.
Its still off, but its not exactly a good comparison really.
