I'm working my way through a suitable selection of legacy and early era designs, mostly for the RN for now, but as the new ERA9 covers 1890 to around 1896 (?) there's a lot of stuff and I'll have to walk a game through those years to effectively get the appropriate techs online at each point.
Actually creating new start fleets will also be more time consuming as I've had to edit the Jan1890 turn to give myself more techs (to ease turret restrictions and allow Torpedo Gunboats etc) and basically limitless funds. Then lay in the New designs, then build them (and edit them before use in many cases) before re-editing the game to remove the games own legacy fleet and reset the clock back to a suitable basic Jan1890 point, including stuff that's in the yards at that point (with their construction level edited to various appropriate points).
This will eventually produce a more nearly historically reasonable Royal Navy for 1890 but, this won't be playable against the game's own 1890 opposition fleets as they are crammed with lots of mid-decade 21 knot cruisers which barely any of the real stuff can even catch!
I'll then have to go through the process above for all of the others and then edit those start fleets into one save game full of more historical goodness!

Well, its close but does not have torpedo tubes and the game won't let me build it since I am not in a war. It does have four 2in guns, forward, aft, and Starboard/port midships. I used victorian turret types which did help.

Make it cramped and short range (IRL no destroyers qualify for medium until WWI or so) and you might get close, then add a couple of tubes and change it into a DD in the edit? I may have do something similar for my crack at producing historically accurate-ish 1890 start fleets? |

I'll try editing the one I'd done already down to 100 tons? That's got roughly the abilities of a 1st class '125-footer' Torpedo Boat of late 1880s vintage.. |

I tried this with my "1st class Torpedo Boat" and reducing the tonnage fromm 200 to 100 tons gives me AN EXTRA 21 tons spare, so too bugged to be usable I'm afraid. |

It looks to me like the this design by the British is the first torpedo boat destroyers and they are 200 tons.

Pretty much, my beef is why anyone is inventing them in a world with no Torpedo Boats? In game, the major Torpedo threat seems to be from fast cruisers. And I know "Torpedo Cruisers" were a thing but they are mostly far smaller than the game will allow. |
