Booting an uliked officer hurts more than losing a war?

Recently saw a random event trigger, an unliked officer, noted as hurting fleet morale, was too heavy handed with the discipline.

So he's booted...

Shouldn't be an issue right? Event description says he's unpopular, and that he's hurting fleet morale. Nope. Lose ~20 prestige, and fleet morale drops to -1.

Losing wars hurts less!

Looks like a bug, maybe post it there. I never had more than 2 or 3 prestige points lost, even if I sacked well connected officers.
