Questions about hidden flaw

Suppose I play in Japan and order a BC from the UK.
In that case, is there any risk that the delivered BC will turret flash fire due to a hidden flaw?

I believe so, I think I accidentally gave that flaw to one of my modded games because I'd used a GB play through when designing everyone's start fleets... Had some rather "exciting" early wars!
