In the almanac it keeps saying I'm behind countries in technical development as the UK vs for example France. However when I check our technologies, I'm ahead in two and equal two them in all others. Is it some hidden factor like gun quality influencing this or am I missing something?

Even when you as German Empire with research leader trait and many bonus research fields , have equal to leading budget, full 12% research spending, buy every offered technology and have maximum spying on the other tech leaders, you are almost never ahead in the comparison, sometimes you share "very advanced", often you are one or two rankings behind UK and US. So it seems either the AI has a significant research advantage, OR something is broken with the advanced/behind/average etc. evaluation, and your tests points toward the latter. Will investigate as well tomorrow. |

Well as an update I did eventually (another decade down the line) pull all the way up to very advanced with my research budget. So all I can guess is that either it is bugged or each level of barrel quality counts equal to any other tech so gun barrels are 50% of your tech development. That would be my guess anyway at this point.
