According to the manual, new oil fields were not discovered until 1920. It was discovered in Cameroon in 1961. need save data? P.S. I guess I didn't save the game properly. I have a recording of the screen when playing and some previous saved data.

Prior to 1920, you must have oil in a territory you control to be able to use oil-fired engines once invented. Post 1920 the oil industry has developed enough that you can buy it on the international markets, and the previous limitation is removed. However, if you have oil in your colonies I seem to remember it does help cut down on issues with fuel shortages. There's certainly no reason why new oil fields cannot be discovered.

I was going to bring this up myself, but the wording in the manual made me second guess myself. There is certainly no reason why new oil fields cannot be discovered, but they way it was written made it seem like it was a pre-1920 feature.

There's certainly no reason why new oil fields cannot be discovered. I think so too.I could be wrong as I am not a good English speaker. Page 14 of the manual says this 「Before 1920, oil may be randomly discovered in new places.」

The first known oil discovery was in China around 600BC. It was transported by bamboo pipes. It was transported to Peking and used for lighting and fires.

Oil is "in place" in most nations that historically have it by the 1920 date, but oil can be discovered/exploited later on in the game in other locations.
