Is the AI simply programed not to go to war with the two minor nations, China and Spain when they are AI controlled? Spain has had super high tensions with Italy, Germany, France, and Japan for over two years at this point. Not that I need these nations to help in this war, but it's still odd. The odder thing is I don't even know why then tensions are so high. Submarines haven't been invented yet.
On the flip side, I've noticed in other play throughs that Spain and China will almost always have 0 tension with the other major powers unless I am allied with them.

On a side note, I really wish China replaced AH on USA's 1900 start.
