If two designs are completed on the same turn, and you want to rework both designs, you are blocked from reworking one of them. Once the first dialog pops up for a completed design, selecting rework opens the design screen. This is then followed by the pop-up dialog for the second completed design. I believe you can build or say "not now" without issue, but also selecting rework on this design will close the design window for the first and open the design window for the second. If you say "not now" to the second ship design to keep the first design open for rework, then subsequently opening that design will not give the time / cost savings for a design rework. Any changes will result in a completely new design starting over from scratch.
