I was playing A-H in the 1900 setting. It was about 1907 and A-H was at war with Italy. I received an encounter for A-H to do a coastal bombardment on the west coast of Italy south of Naples. I just let the AI run the battle. From our starting point, the target was to the NE; however, the AI sent the ships to the SE. The ships never got close to their target and A-H lost the engagement.
Also from what I've observed playing several different countries in the same era, is that the AI is very timid and almost always runs away even though they have the superior numbers.

I've noticed the AI tends to be more timid if they have the national trait 'Cautious', as well as if you tend to inflict one-sided victories.

In addition to the 'Cautious' trait, if the AI is outgunned/outnumbered it may also be less aggressive in a particular battle as well.
