Playing A-H starting 1900, major war with several countries on either side. I had the opportunity to send a revolutionary to Russia which I did. They sued for peace with me getting disputed territories. However, the territory selection window appears and there's no territories to select. It even has down at the bottom in "Allowed Value" the number 11. See attachment. So I click ok, and I get a window warning me I hadn't selected any territories. see attachment. Attachments:

If Russia has no in game possessions it can give up then this isn't a bug. There are no borders or territory in the game. The dialog about disputed territories is just that, dialog. The gaining of disputed territory is not represented in the game, but you can think of the 11 points that go into your economy has a representation of gaining those territories. You'll see that a lot once you start defeating powers that have no possessions.
Though if Russia does have possessions it can give up then this either is a bug or there's another factor that limits what possessions a player can take from each nation. Come to think of it I've faced off against opponents and the offered territories list excluded certain possessions. For example as USA I never got options to take Finland or the Baltic States from the Soviet Union/Russia.

What do you mean the gaining of disputed territory as a condition of a peace is NOT represented in the game. The first screenshot proves otherwise. And if it is just dialog, then why did I get a warning that I hadn't selected any territories to receive? If Russia didn't have any territories to give up, then the AI messed up with the dialog and process, or the AI messed up and for some reason didn't display a list of possible territories. Either way, its a bug.

Either way, its a bug. Perhaps I wasn't clear. The territorial changes that are part of peace treaties are only partially represented in the game. The changing of territory is happening regardless of whether or not the player takes opponents possessions or if the opponent has possessions to give up. You can't see these changes on the map but they do add to your nation's economy as the warning box says. Even if you beat an opponent down to their home possession you will still find that you can get peace treaties where the opponent gives up disputed territory. That's not a bug, it's way to model border changes outside the naval realm.
The warning box is to tell the players that unused points aren't going to waste...because they really aren't a waste. In fact sometimes they are better to take than possessions (but that's for another thread). The warning box is likely set up to trigger if the player has unused points, regardless if there are possessions or not to take. Personally I wouldn't even call it a warning box and think it's a good thing it's setup this way so that players are reminded that unused points aren't going to waste while also serving as confirmation for possessions because it is easy to accidentally deselect a possession.
