So lost a war, and the terms were no ship larger than 12K tons. A few years there's there's and international disarmament treaty signed by both sides of the aforementioned peace treaty. There was a total tonnage limit, 15K ton limit, and a max of 9 in guns. However, I'm being held to parts of the disarmament treaty and parts of the peace treaty. Since all parties of the peace treaty signed the disarmament treaty, shouldn't the disarmament treaty supersede the peace treaty limitations? and not apply the worse possible limitation in each area?

Err, why?
You have some limitations placed on you for losing a war. The world then agrees some more limitations, some of which are more stringent than those you are already subject to.
It's a bit like you suffer from both Diabetes and Kidney Failure. Both of these are partially controlled by diet, with a list of foods you should avoid. Some of those foods are the same on both lists - but not all. You still need to avoid *all* the foods on *both* lists to maximise your healthiness.

No, the disarment treaty had less stringent limitations. Peace treaty limited me to 12,000 tons. That's it. The disarment treaty had a 15,000 ton limit with a maximum of 9 inch guns

Well, you can think of this as the equivalent to the treaty of Versailles and the Washington treaty.
I'm pretty sure, the Versailles restrictions weren't lifted for Germany, just because the Washington treaty came around - now granted, Germany didn't take part in the Washington conference, but still...

hawkeye - you are correct. Germany was not invited to the Washington treaty talks and was not bound by those restrictions, nor were the Versailles treaty limits lifted or modified. A later, separate treaty with Britain was supposed to help ease Germany back into the diplomatic world and I think at some point Germany accepted (and later ignored) the Washington/London treaties.
