When you have a carrier that has FD deck or hangar deck armor, that armor counts for topside space when building the original design.
Refits do not include the armor as contributing to topside space.
This allows you to fit missiles / AA etc. beyond what the carrier should be able to support. If you then use the refitted design to spawn another carrier, this carrier (new design) is dangerously top heavy (and thus you cannot use it for the design discount, as it spawns serious errors).
How to reproduce:
- Design and build a new armored (FD) carrier.
- Open the carrier for rebuild
- The carrier's FD no longer contributes to topside space.
- If you then open the refitted build as a new design in the ship designer, the FD contributes to topside space.

Can confirm this. This is my armored carrier Yorktown (no refit). This is the topside load when opening the design (for a new class):

Actually it seems like the deck armor isn't even contributing weight in the rebuild which begs the question, does the FD armor still exist after a rebuild?
