My AMCs are extremely vulnerable to subs. Much moreso than my CLs that are on TP duty.
Probably an average of one AMC per turn gets sunk in a Q-ship duel with a submarine when I'm at war, even though I have a lot more CLs than AMCs, and I hardly ever lose a CL to subs when on TP. So the most logical conclusion is that the AMCs are actively hunting for subs and thus putting themselves in unnecessary danger when I have plenty of other ASM TP. I want my AMCs to replace my CLs for anti-surface-warfare TP.
There are a couple of other possibilities, like the AMCs might be uniquely vulnerable to subs, or that AMCs are a lot more active in general at patrolling than CLs are and thus will be both more effective and more vulnerable. But it seems to me that it's more likely that the engine is setting up duels between AMCs and subs that it is not doing for CLs which is causing an outsized vulnerability to subs.
So I would like a toggle in the Doctrine screen for something like "aggressive q ship policy": when this is unchecked, the engine will give AMCs behavior more like CLs when on TP: only trying to thwart surface ship attacks. Which isn't to say that q ship duels would never happen, they would just be less likely than when an aggressive policy is chosen.

Only KEs and AMCs set to TP will get into gun duels with submarines. DDs up will not.
I'd guess the reason is that DDs and the various cruisers are fast enough to avoid gun duels, KEs and AMCs not so much.

That's a good point about the speed versus a CL, but my colonial KEs are only a few kn faster and a few hundred tons smaller than my late game AMCs, and I only lose 1 or 2 of them out of 20 or so in the entirety of an average war, versus 1 a month or sometimes more with only 10 or fewer AMCs.

That does seem a bit high compared to their performance in WW1, where they were in use for over 3 years (at least 41 months):

WW2 was worse, 9 built (by the British), 2 torpedoed, no subs killed.
