I'm talking about peace time and I send 2 subs to Northeast Asia; one will go there, and the other will end up in some other sea zone. why is that?

If you checked the box that lets them move around in wartime then I think they continue to move in peacetime, with the added annoyance that you can't get at the box to uncheck it.

It does annoy my OCD side, but - really - its not much of an issue. I've given up moving them manually and so just leave the box checked all the time.
As an old programmer I can say, "If you can't fix it, it's not a bug - it's a feature!"
