Does anyone know for certain what the (+) means in events

I often see events that will say something like gives (+) budget or (+) tension instead of the usual + budget or + tension. Yet I can't find any reference online or in the manual to what the parentheses actually mean perhaps something higher or lower than normal?

Does anyone know for certain what?

If it's a (+) or (-), there's a chance that you will get the boost/penalty, it's not guarranteed as it is in other cases.
