I often play at low research rates (60-70%), to extend that era where ships go from janky coal burners to inter war 'now we are getting somewhere' beasties. But this keeps causing an annoying issue.
Aircraft.
At low-mid research rates the AI will completely leave you behind with aircraft techs. In my current game I'm playing as the UK, it's 1930 and my research investment has been at a constant 12%. Now I am British, and maybe it's a bit of nationalism talking, but I would like to think that the UK wasn't too far behind in developing naval aircraft tech... You know, as the inventors of aircraft carriers. Yet I do not have any heavier than air research groups unlocked at all, meanwhile other nations are now rolling out 2nd gen CVLs, my monthly update screen is flooded with the latest and greatest rival torpedo bombers, fighters, and patrol aircraft. All while my engineers look on and consider birds some sort of dark sorcery.
And this happens every single time research rates are put anywhere but 90/100%
At 80% you kind of get most of the tech at a close enough time to be competitive, except for dive bombers, you sometimes have to wait for up to a decade after the AI. And this jankiness has been present since RTW2, and was brought up then.
Could we have a fix so that the player isn't arbitrarily left behind on important areas?

the AI has a strong tendency to build illegal designs

Yeah, the lagging Aircraft thing is really annoying. It was there in RTW2 and still here in RTW3. I pretty much have to play at 100% anymore, cause the aircraft lag (AND AA) just SUCKS.
