When starting in 1920 and selecting Washington Treaty the ratios between the major navies is incorrect.
The three major outcomes (depending on which nation) were the equality between US and GB (GB no longer the big dog in the world after a century), Japan getting 60% vice 70% of the two major navies (quit complaining Japan, you could barely afford the navy you had already), and equality between France and Italy (Italian pride now fulfilled and France was broke after WWI and couldn't afford equality with Japan). The game does not represent this at all. Current limits for non-major navies no big deal.
Ratio should be GB/US 5, Japan 3, France and Italy 1.75.
Random start gives the following used ratios:

If you're going give the Washington treaty as an option to start a 1920 scenario it would be great if it was actually used a little closer to historic. This would improve historic feel of game.
Given the current limits of the game engine wouldn't expect differing limits such as BB of 35,000 tons, CV no more than 27,000 tons, cruisers no more than 10,000 tons and ability for the big three to complete/build certain 16' gunned BB's but it would be great if this could be implemented some day. Perhaps with the next major version. Perhaps splitting CV limit from BB would be great also if possible.
If I dream big perhaps even fixing the problem of the US beginning with 13' gunned ships in 1920 when the US didn't even build 13' guns and other minor problem with starter navies.
