How do I determine the promotion order for officers

Trying to understand how to not take a prestige hit when I want to promote someone. It clearly is not just Time in Rank. As I try to promote the only officer with 10 years in grade and it says I'm promoting him ahead of others.

What else factors into it?

Only 'natural' promotions (i.e those that happen automatically between turns) don't cost prestige. Any other promotion is automatically 'outside the zone' and will therefore cost prestige.
