I've tried looking into the Ottomans mod in the past, but I could not help but notice just how buggy it was. I had successfully updated some of the port positions, moving them onto land, but I could not figure out what I needed to do with coordinates such as - CenterPoints
- StartPoints
- HomePoints
- CruiserPatrolPoints
- SubmarinePoints
- MerchantShipPoints
- PatrolWaypoints
- WaypointLLs
- StartPoint1s
- HomePoint1s
In addition, I would also like to know what things like the Destroyers, AttackingSide, BDR, Dir, and Dist values do. Is there anywhere or anyone who could explain to me how exactly I am supposed to prepare scenarios by editing the code?

It's a bit old, but I think THIS post by Frederik might be of help. The editor still works for RTW3, though you will need som fiddling given that the scope of the game has increased quite a bit since the previous games.
