Not sure when it occured, but I noticed you must have added a Fleet Admiral rank to the game. I had a guy retire and that's his listed title, but I don't remember him being active in that rank. Regardless, this rank is not localized in Italian, not sure if it applies to other, non-English-speaking nations.

I believe that's WAD...not sure how difficult it would be to localize such ranks, though.

Is it if he is admiral of the home theater for a certain length of time? Or simply length of service? Or do you have to be in a long war and it is only active during conflict?

A number of factors can affect promotion, some of which you mentioned. Did he by any chance have the 'well connected' trait? Those with that trait sometimes can get promoted regardless of actual performance...

Those with that trait sometimes can get promoted regardless of actual performance... He was a Below Average Gunnery Expert. But my question was - how does one become "Fleet Admiral," a singular distinction in rank? There are many admirals, but he was the only fleet admiral I ever saw. I was just curious if there were some special conditions an admiral had to serve under to be elevated to that unique rank.

IIRC its part performance, more length of service, and some randomness combined to get promoted to Fleet Admiral.
