The symbol ^ now appears next to years in rank on several officers? What does this mean? Searched patch notes for "^" and didn't get any hits.

Most senior officer of his rank.

As said above. And it means he can be manually promoted without prestige cost. It was added in an update and is not covered in the manual.

Ah, thought it might be something like that, but was confused because it was showing up on multiple officers within in a given rank. But sorting by years in rank, I see they all have the same number of years in rank and it is the greatest number of years for that rank. In reality I suppose there would be discrepancies in seniority even amongst officers attaining the rank within a year of each other.
