It no longer appears to be possible to make a design and then save it without paying the money to develop it for construction. I assume this is due to the new save structure, where each nations' classes appear to be consolidated into a single file, instead of each class having its own file. It would seem that saving a design, but not developing it, prevents it from being added to the file. As I am unsure whether this is a bug, oversight, intentional, or something else, I've posted in here.
I am running a couple mods, but they're just stat changes (a speed mod and a gun+armor mod), so I don't think they'd affect things, but it's probably best I mention them.

Work around:
go to the graphics tab save as template its goes in the IDes directory so you can copy them from there to other locations or load them into that directory
then when returning load tempmlate
IDes is shared among all saved games so new careers can access those you spent time on

I also was hoping for this feature. Sometimes I will spend a loooong time on the 2d draw. More importantly I would want at times to compare the trade offs of say BB guns vs secondaries. Id prefer to save them as separate files then quick load between them to debate with myself before comitting to the funds.
When I asked I was directed to the template system as noted above

Actually, there is something easier than putting them in the template IDs directory now in 1.00.37: look for the "export ship designs" section in the graphics tab for whatever you are currently designing and click the "export ship design" button. It will be saved to a "ship designs" folder in your "documents/my games/rule the waves 3/save". The only issues I see with this currently are 1. it doesn't distinguish between saves, so if you have multiple games going, you may need to be careful with how you name stuff, and 2. sometimes when you click on "load ship design" it doesn't default to this save/ship designs folder and instead seems to open what you last used elsewhere in the designer (e.g. the ship graphics folder), so you have to navigate back to the correct folder. Over the old method of saving a design without paying to develop it, it has the advantage of allowing you some leeway for future planning a design (e.g. making it 1000t larger than currently allowed in anticipation of expanding docks) as it will not check for errors and stop you before exporting.
