Better Fix for the bad commander in empty divisions "exploit"

First off, I never really saw this as a problem that needed fixing as its just a player managed system like the "We need to fill the x nation naval attache spot". No navy is perfect and the officer pool can be quite the mixed bag and historically its not unheard of for bad or not well connected officers be sent off to rather meaningless posts. We even get this when prompted by the "Nation Leader wants to place Captain Bob (incompetent, well connected) in command of X", one of the options being something silly like they would better serve as a tugboat captain. Why did we need to remove player agency for this? Its current implementation is needlessly annoying when trying to rearrange your divisions. Anytime you try to remove the last ship in a division you get a pop up stating you must remove the commanding officer of the division before removing the last ship. Even dumber is when you try to dissolve the division you get the same popup rather than the game just automatically sending the officer to the pool along with the the rest of the ships. And lastly you can not pre-assign a commander to a newly created division. However, if the division loses all its ships in battle you get no pop up saying they need to be removed and the commander is sent to the pool automatically if you try dissolve the division. This forces the player to spend prestige to remove commanders when divisions are no longer need or needing to take addition steps to shuffle place holder ships around when trying to consolidate or change up your fleet layout, both quite annoying.
But if we are to maintain this "fix" what I would like seen done is get rid of the pop-up when in the division editor. Let the player shuffle everything around, empty out divisions, assign commanders to empty posts like we were previously able to. Dissolving a division should automatically send the commander to the officer pool (maybe impose a prestige cost, but I don't like it). When all is said and done, if there are still empty divisions with commanders, we should get a prompt when hitting next turn in the same manner as going into the red or not having enough TP vessels, or fleet tonnage exceeds treaty limits. This would state "There are Officers in command of empty divisions, would you like to automatically remove them to continue [Yes] [No]" Clicking Yes would remove the commanders and leave the divisions and continue to the next month, clicking no would stop the turn allowing the player to manage the divisions again to correct the error.
Again I don't see this "exploit" to really be a big deal that needs fixing, but my suggestion would make it massively more user friendly.
