Wars rarely occur between AI nations. The tension between AI nations sometimes exceeds 20. The highest tension level I know of is 27. In this state, wars do not break out for several months, sometimes for more than a year. This is unreasonable. Players usually go to war as soon as the tension level reaches around 15. Are the player nation's diplomats incompetent across the board, and the AI nation's diplomats just Richelieu? AI nations should also fight more wars!
