Ally (France) will not join war

I am playing on the Steam version v01.00.40. I have a save file from just before a war spreads to a world-war in which my ally, France never joins and no message ever appears giving me choices about them joining etc. All of my enemies allies join their wars as expected. I have tried to play from this point in time several times and France never joins me.

The relations screen shows me as allied to the French and that they are not allied to any of the other participants in the war.

Thanks for the report. Unfortunately your zipped save game folder is empty - your save games should be located in "C:\Users\<yourusername>\Documents\My Games\Rule the Waves 3\Save".
