When I create divisions using the Division Editor, I can't use them in fleet exercises. I would like to suggest that any division created be available for use in the fleet exercises. This would allow players to test their division configurations and decide which configuration is the best for their fleet. This emulates the Navy table top exercises conducted at the Naval Warfare Center during the 1020's and 1930's.

This would save a lot of time rearranging forces when trying to set up an exercise

This would save a lot of time rearranging forces when trying to set up an exercise Yes it would, that's one of the reasons I placed this suggestion up here.
