Raise the graf spee exception from 12000 tons max to 16000 tons max

As the title suggests, this will allow her to be recreated more faithfully, and allow slightly more versatility with the design, especially as graf spee cannot currently be replicated with reliable engines and long or extreme range, alongside her heavy armor and armament.
