Northeast Asia to Central Pacific Surprise Attack/Long Range changes?

Currently it is infeasible, to attack Pearl Harbor in the way Japan did on December 7th, 1941
Since no bases exist in the region, and you can never be entirely sure when you are going to go to war, you have to leave your ships in CenPac, losing experience from lack of maintenance for however long it takes to go to war.
So, I propose a couple of changes:
1. Allow surprise attacks to check neighboring sea areas if Underway Replenishment tech is unlocked, only using the Capital ships and cruisers with long range and destroyers with medium range.
2. Allow the Battle-generator to use battles in adjacent sea zones, only using capital ships and cruisers with long range and destroyers with medium range, if underway replenishment is unlocked (before that destroyers also have to have long range)
3. Allow ships with long range and destroyers with medium range (post underway replenishment) to sit in sea zones for several turns before getting penalties due to maintance.
