There is some ways to bypass or lower penalties from game rules, and I humbly suggest minimal changes to prevent such cases:
1) Add event for ship in current rebuild process to decrease player's prestige if number of battleships is too low and player tries to sell ship. Currently it is possible to add battleship to rebuild queue and sale her the same turn, or once shipbuilding program is ended, to avoid penalty to prestige completely.
2) No ship should be possible to rebuild into AMC. Currently, KE from 1800 to 2500 can be rebuild into AMC, and it is workaround for rule that AMC should be sold after war is over (because she can be built as AMC, rebuilt to KE once war over and be rebuilt to AMC back once new war is started). Also, it would not allow current possibility to convert warship to ocean liner. Such minimal change would not affect possibility to rebuild ships from AMCs, and seem to be quite historical.
3) Currently, ships with construction halted seem to contribute to avoid loss of dock size. It makes unhistorically large dock cost marginally more (ship with halted construction needs almost no funds), and nothing else. Maybe, it is possible to make check of how much budget (let's say 40-50%) is spent for building warships and decide lose of dock size on it?
