Slow Aircraft Development NOR Slow Technology Slow AI from getting Aircraft.

Its all in the title... why... why can i not delay aircraft being a thing. 

--Game 1 (UK)
1925 I still dont know what an aircraft is... we do have Airships... but no planes and we are getting bombed and scouted by AI planes

60% tech, considerable tech variation,  and Slow Aircraft box checked

--Game 2 (USA)
1918 Same thing dont know what even a blimp is and yet we have scout planes and fighters for the AI

60% tech and considerable tech variation only this time

Why have this as an option... why if it is for the player only is that not notated.

Aircraft tech development has always been jank, especially at low tech levels, that only slow down the player. Even at 80% the AI can end up with carriers and some aircraft (especially dive bombers) decades before you, all while your scientists insist that birds aren't real.

It has been like this since RTW2 has launched, has been posted about frequently, but never fixed.
