It would be helpful if there were an option to turn automatic officer assignment actually, genuinely, really off, so that you never get a message "Admiral [so-and-so] has been placed in command of [region]" but instead a message that reminds you to assign an officer.

No, it's one specific situation that gets past the game option. Specifically, an area commander will be auto-assigned even if you have officer auto-assignment off.

I actually just realized there is a setting "auto assign admirals to areas" which I simply didn't notice. My mistake.

Actually no, I take it back. Even with "auto assign admirals to areas" set to "off," you can still get an admiral automatically promoted into a vacant station.
For example:
"Kont-admiral Bielajev (Brilliant, Loose cannon) is promoted to Admiral and placed in command of Northern Pacific."
This occurs in your laundry list messages so that you may not even notice. Mildly bothersome, especially given how awkward it is to edit the save files.

Moreover, when this happens, it will override the setting and auto-assign an officer to the division command vacated by the promotion.
Maybe this should be in "bug reports."
