When a ship has exhausted its main armament shells and it is the lead ship in a division, we should be able to either:
a) Detach it from its division, to let it operate independently
b) Reposition it from the lead of the division to the rear
Currently our choices are to risk the ship, which just becomes a punchbag unable to reply, until it gets so damaged that it can disengage. Or disengaging the whole division to protect the out of ammo lead ship.

b) Reposition it from the lead of the division to the rear I agree with this one. Sometimes it might be useful to keep a ship around for the torpedoes.

Lead ship is the ship with division commander, right? Division commander running away or to the rear onto relatively undamaged ship to expose his second under fire, I guess it was uncommon thing in the navies. I think that the issue may be amended with introduction of more formations, like echelon left/right where lead ship moves farther away from the enemy ships while her followers stay closer to adversaries.

Ideally the commander should be able to summon a DD and transfer over to another ship in the division. Though this is obviously a tricky task, as both Beatty (Dogger Bank) and Hipper (Jutland) found out. So some command peanlty or paralysis should be involved.
