We're playing as Japan, and opted to build airship bases at every available location. This has apparently saturated the scenario generator such that one or the other side almost never spawns with any ships at sea, causing scenarios to end immediately. Please do something to prevent this issue from recurring.

I don't think it's anything specifically to do with the number of airship bases - I had the same experience with no airship bases, only air bases.
Pure speculation here - but I think the presence of airbases or airship bases can cause the scenario generator to glitch when checking if both sides have ships present.
