They shouldn't.
For reference, the minimum speed for 200-1000 t DDs is 21 kn and for 1100-3800 t DDs is 26 kn (at least in 1970+).

Because 1 nmi/h * 24 h/day * 30.4375 days/month (assuming Julian year because it's cool I'm lazy) = 730.5 nmi/month at full steam. For comparison, Italy is 630 nmi long, give or take, much less than an average sea zone.

Thanks Echo - we prob ought to put a min speed of at least ~ 10+ knots on KEs to avoid min-maxing such designs.

You ruined the only tactically effective KE before missiles.
At 1 knot, it functions as oceanic coastal artillery.
At higher speed, it just relentlessly moves out of action.
