It was probably just an expediency to treat the shore batteries as ships and use the same general systems and damage code minus the flooding so the developers could devote their time and effort to more important things rather than making an entire separate damage resolution system for a very minor component of the game. It does make for some humorous damage reports though. Like that scene in Operation Petticoat where they sunk a truck. I was just looking at the damage report of a bombardment target I just destroyed, and noticed another difference between LTs and ships:
"11 10:14 6 in 7648 yds Shell burst limited by earth rampart (CL Danae, HE)"
AFAIK, most ships don't have earth ramparts. Although, it does raise the question of how effective it would be. After all, it's basically just a big sandbag, right?

Earth ramparts were standard for forts made after the gunpowder age because stone and brick walls were too vulnerable to shot and even more so to explosive shells. More modern fortifications in the early twentieth century moved to reinforced concrete and were essentially casemated (or alternatively used what on a ship would be a barbette with or without a disappearing carriage) but the casemated guns often used earthen roofs to help absorb the impact of shells and bombs. In-game the earth rampart is just filling in for where you would normally see coal bunkers in the damage resolution. Older fortification used by the Ottomans in WW1 USA WW2 16 inch gun casemate that used the guns from the 1920 South Dakota-class that the Iowa-class couldn't use because BuOrd and BuC&R didn't communicate with each other.

I mean, it was a disabled battlecruiser. It's not like they were the only torpedoes to hit her, either...

I mean, seriously, that battle had it all. A fleet battle, but the weather at the start limits tops speed to 22kts, and that steadily decreases to 16kts over the course of the battle. My battlecruiser squadron started in sight of the enemy light cruisers, so the 2 battlecruiser squadrons engaged one another. Then, the wind forces me to close with them or suffer a severe accuracy and ROF penalty. We eventually disable an enemy battlecruiser, at which point the events above happen.
Then, as I'm pursuing the remaining enemy battlecruisers, the flagship of my BC squadron (HMS Incomparable) takes 2 torpedoes in rapid succession, so I decide to break off and disengage. As I'm doing so, as I mentioned above, the Foxhound gets herself separated and annihilated by 15" and 16" shells from the enemy dreadnoughts. I keep getting spotty reports of ships that seem to be tailing us, and then the enemy dreadnoughts catch my battlecruisers (I was going at 5kts to try to arrest the flooding on Incomparable). There is no hope that my main fleet can arrive in time to help, as I turned them away at the same time as I decided to disengage my BCs, so my force of 4 BCs with escorts have to face the main enemy battlefleet. My BCs and their escorts launch a spread of torpedoes into the enemy battle line, and, just as they start scoring hits (at least 3 hits), twilight arrives and most of my ships escape into the darkness, with only one destroyer taking any serious damage.
That was the last time I saw the enemy fleet, but it wasn't the last excitement. As we're disengaging, the weather takes a turn for the worse, going from a "strong gale" to a full-blown "storm." Several ships take weather damage, but nothing is sunk. Finally, the battle ends.
"A destroyer was torpedoed by an enemy submarine while retiring from the battle area."
"BB Majestic (one of my most modern dreadnoughts) has hit a mine while retiring from the battle area."
I've never had a battle with more excitement, or as many twists and turns as that one.
EDIT: I've just noticed that, after I turned my main fleet away, I kinda forgot about them, so they just kinda smushed themselves into the English coast near Newcastle. Um, whoops?

Oh, and you see how her rudder is jammed to port? That was the very first hit she took. The battle ended on the 43rd minute, and the first 5 minutes, we couldn't even see her.
