Germany was not a signatory of washington naval treaty

In the 1920 start of the game, germany is restricted by the treaty of versailles and the washington naval treaty. But in reality germany was only binded to the treaty of versailles. Germany never signed the washington naval treaty therefore was not limited to the 8 inch guns. This does not allow me to build the panzerschiffe ships because in my games usualy the washington naval treaty gets extended and by 1935 its still in place, so its really annoying.

Hello, tried again with the version 1.03 of the game. Now i can design a CA with 11 inch guns, but i cant build it, i get the following message:

"That Ship design does not comply with current treaty limitations on main gun calibre".

I've seen that message in a 1.03 game as well for Germany if the Washington Treaty is in effect.
