I have a possible bug. After updating to RTW 1.3, I started a new game as the USA with Very Large fleet size and built my legacy fleet manually. Once I finished selecting ships to be under construction and went to the first turn I looked at the Almanac. I noticed that Great Britain had significantly fewer ships than I am used to seeing. I saved the game and opened the save game file. GB had over 287 million in funds available. No idea why the GB A.I. did that but I'm not really looking forward to GB having an extra 287 million lying around when the Dreadnought designs open up. None of the other AI nations seemed to show this behavior. I then started a new game as Germany with a manual build and Very Large fleet size and GB (and only GB) did the same thing, over 232 million in funds still available. I then started three more new games with automatic legacy builds as USA, Germany and Japan, and I did not see a repeat of the problem. GB had between 1 and 11 million in funds left over in all three games. So I then started another new game as USA with manual build and the problem came back. GB had over 395 million available. Yeah, I can see the effect. It will most likely use that during the next few months and not hoard it until dreadnoughts become available. But still, it shouldn't be like that.

That's what I saw as I played. GB was down to 100 million by January 1902. Thanks for the reply. Unfortunately, I overwrote that game but I have another USA manual build game where the AI did the same thing for GB. Here are all of the files for that game if you need to actually play the turns.
